It goes past the basics into grant management, revenue management and the judgement calls that sit outside the Municipal Systems Act. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because officials are held personally accountable under legislation many have never been trained on. Delegates leave able to work confidently with service delivery planning, asset management and council procedure in their own organisation.
