This advanced programme assumes delegates already work in the field. It goes past the basics into records management, council procedure and the judgement calls that sit outside the Municipal Systems Act. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because service delivery failures usually trace back to planning rather than to budget. Delegates leave able to work confidently with audit action planning, public finance management and supply chain compliance in government in their own organisation.
