This advanced programme assumes delegates already work in the field. It goes past the basics into supply chain compliance in government, ethics in the public service and the judgement calls that sit outside the Municipal Systems Act. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because officials are held personally accountable under legislation many have never been trained on. Delegates leave able to work confidently with consequence management, irregular expenditure and council procedure in their own organisation.
