This advanced programme assumes delegates already work in the field. It goes past the basics into revenue management, ethics in the public service and the judgement calls that sit outside the MFMA. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because service delivery failures usually trace back to planning rather than to budget. Delegates leave able to work confidently with integrated development planning, public finance management and public participation in their own organisation.
