This advanced programme assumes delegates already work in the field. It goes past the basics into intergovernmental relations, public participation and the judgement calls that sit outside the Batho Pele principles. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because officials are held personally accountable under legislation many have never been trained on. Delegates leave able to work confidently with consequence management, ethics in the public service and annual reporting in their own organisation.
