This is a hands-on programme. Delegates spend most of the time working through municipal budgeting and annual reporting on live scenarios rather than listening to theory about them. The practical emphasis is deliberate: service delivery failures usually trace back to planning rather than to budget, and reading about the method has repeatedly proved insufficient. Delegates leave able to work confidently with revenue management, council procedure and public participation in their own organisation.
