Bid Committee Procedure Reporting and Analytics focuses on the measurement layer: what to count, what it means and how to present it. Delegates work through council procedure and ethics in the public service and the reporting built on top of them. The reporting layer matters because service delivery failures usually trace back to planning rather than to budget. Delegates leave able to work confidently with revenue management, integrated development planning and public finance management in their own organisation.
