Council and Committee Procedure Reporting and Analytics focuses on the measurement layer: what to count, what it means and how to present it. Delegates work through municipal budgeting and annual reporting and the reporting built on top of them. The reporting layer matters because service delivery failures usually trace back to planning rather than to budget. Delegates leave able to work confidently with consequence management, public finance management and performance management in government in their own organisation.
