Fundamentals of Council and Committee Procedure
Public Sector and Municipal Management|2 days|Classroom or live online
Fundamentals of Council and Committee Procedure is built for delegates who need to be useful in this area quickly. It starts at first principles and works through integrated development planning and intergovernmental relations without assuming prior specialist training. The programme exists because service delivery failures usually trace back to planning rather than to budget, and because capability in this area is usually built on the job with no structure behind it. Delegates leave able to work confidently with council procedure, municipal budgeting and public participation in their own organisation.
What delegates leave able to do
- Improve council procedure within their own organisation, measured against the MFMA
- Take ownership of municipal budgeting rather than escalating it
- Put public participation on a footing they can defend to a reviewer
- Spot where records management is failing before it becomes a finding
