Irregular Expenditure Management for Non-Specialists

Public Sector and Municipal Management|2 days|Classroom or live online

Irregular Expenditure Management for Non-Specialists is built for delegates who need to be useful in this area quickly. It starts at first principles and works through ethics in the public service and council procedure without assuming prior specialist training. The programme exists because audit outcomes have become the dominant measure of municipal performance, and because capability in this area is usually built on the job with no structure behind it. Delegates leave able to work confidently with irregular expenditure, service delivery planning and consequence management in their own organisation.

What delegates leave able to do

  • Make a decision about irregular expenditure without waiting for a specialist, measured against the Batho Pele principles
  • Put service delivery planning on a footing they can defend to a reviewer
  • Explain consequence management to someone who does not do the work
  • Take ownership of intergovernmental relations rather than escalating it
