Municipal Finance Auditing and Assurance
Public Sector and Municipal Management|3 days|Classroom or live online
This programme is written from the assurance side. Delegates learn to test whether irregular expenditure and intergovernmental relations are working as claimed, and how to evidence the conclusion. Assurance work is under scrutiny because service delivery failures usually trace back to planning rather than to budget. Delegates leave able to work confidently with municipal budgeting, audit action planning and public participation in their own organisation.
What delegates leave able to do
- Explain municipal budgeting to someone who does not do the work, measured against the PFMA
- Spot where audit action planning is failing before it becomes a finding
- Take ownership of public participation rather than escalating it
- Put supply chain compliance in government on a footing they can defend to a reviewer
