It covers council procedure and intergovernmental relations from the position of someone who must review, approve and answer for the output. Managers carry this because audit outcomes have become the dominant measure of municipal performance, and the accountability does not delegate cleanly. Delegates leave able to work confidently with integrated development planning, municipal budgeting and audit action planning in their own organisation.
