Public Participation for Small and Medium Enterprises takes the discipline and works it through the constraints of this operating context, including council procedure, public finance management and the compliance obligations that come with it. The sector framing is necessary because officials are held personally accountable under legislation many have never been trained on, and generic training rarely survives contact with the local rules. Delegates leave able to work confidently with grant management, asset management and ethics in the public service in their own organisation.
