It goes past the basics into irregular expenditure, integrated development planning and the judgement calls that sit outside the Municipal Systems Act. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because service delivery failures usually trace back to planning rather than to budget. Delegates leave able to work confidently with annual reporting, audit action planning and grant management in their own organisation.
