This advanced programme assumes delegates already work in the field. It goes past the basics into irregular expenditure, intergovernmental relations and the judgement calls that sit outside the Municipal Systems Act. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because audit outcomes have become the dominant measure of municipal performance. Delegates leave able to work confidently with integrated development planning, municipal budgeting and performance management in government in their own organisation.
