This is a hands-on programme. Delegates spend most of the time working through municipal budgeting and performance management in government on live scenarios rather than listening to theory about them. The practical emphasis is deliberate: officials are held personally accountable under legislation many have never been trained on, and reading about the method has repeatedly proved insufficient.
