This advanced programme assumes delegates already work in the field. It goes past the basics into integrated development planning, municipal budgeting and the judgement calls that sit outside the PFMA. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because officials are held personally accountable under legislation many have never been trained on. Delegates leave able to work confidently with council procedure, intergovernmental relations and irregular expenditure in their own organisation.
