This programme examines how the practice is shifting, and what delegates should adopt, adapt or ignore. It works through grant management and municipal budgeting as they stand today and where they are heading. The shift is worth understanding because officials are held personally accountable under legislation many have never been trained on. Delegates leave able to work confidently with ethics in the public service, performance management in government and council procedure in their own organisation.
