It covers revenue management and service delivery planning from the position of someone who must review, approve and answer for the output. Managers carry this because audit outcomes have become the dominant measure of municipal performance, and the accountability does not delegate cleanly. Delegates leave able to work confidently with intergovernmental relations, irregular expenditure and public participation in their own organisation.
