It goes past the basics into council procedure, service delivery planning and the judgement calls that sit outside the Batho Pele principles. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because audit outcomes have become the dominant measure of municipal performance. Delegates leave able to work confidently with integrated development planning, consequence management and revenue management in their own organisation.
