This advanced programme assumes delegates already work in the field. It goes past the basics into consequence management, records management and the judgement calls that sit outside the PFMA. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because service delivery failures usually trace back to planning rather than to budget. Delegates leave able to work confidently with ethics in the public service, performance management in government and municipal budgeting in their own organisation.
