This advanced programme assumes delegates already work in the field. It goes past the basics into service delivery planning, revenue management and the judgement calls that sit outside the PFMA. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because audit outcomes have become the dominant measure of municipal performance. Delegates leave able to work confidently with council procedure, asset management and integrated development planning in their own organisation.
