It goes past the basics into asset management, public finance management and the judgement calls that sit outside the Municipal Systems Act. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because service delivery failures usually trace back to planning rather than to budget. Delegates leave able to work confidently with irregular expenditure, intergovernmental relations and revenue management in their own organisation.
