It covers scheduling and project initiation from the position of someone who must review, approve and answer for the output. Managers carry this because organisations run more projects than they have capacity to govern, and the accountability does not delegate cleanly. Delegates leave able to work confidently with change control, risk registers and cost estimation in their own organisation.
