This advanced programme assumes delegates already work in the field. It goes past the basics into ethics in the public service, municipal budgeting and the judgement calls that sit outside the Batho Pele principles. At this level the constraint is rarely knowledge. It is judgement under pressure, which matters because service delivery failures usually trace back to planning rather than to budget. Delegates leave able to work confidently with service delivery planning, public participation and annual reporting in their own organisation.
