This is a hands-on programme. Delegates spend most of the time working through service delivery planning and intergovernmental relations on live scenarios rather than listening to theory about them. The practical emphasis is deliberate: service delivery failures usually trace back to planning rather than to budget, and reading about the method has repeatedly proved insufficient. Delegates leave able to work confidently with public finance management, integrated development planning and revenue management in their own organisation.
