This is a hands-on programme. Delegates spend most of the time working through ethics in the public service and integrated development planning on live scenarios rather than listening to theory about them. The practical emphasis is deliberate: audit outcomes have become the dominant measure of municipal performance, and reading about the method has repeatedly proved insufficient. Delegates leave able to work confidently with public finance management, intergovernmental relations and annual reporting in their own organisation.
