This is a hands-on programme. Delegates spend most of the time working through municipal budgeting and public participation on live scenarios rather than listening to theory about them. The practical emphasis is deliberate: service delivery failures usually trace back to planning rather than to budget, and reading about the method has repeatedly proved insufficient. Delegates leave able to work confidently with performance management in government, records management and service delivery planning in their own organisation.
