This is a hands-on programme. Delegates spend most of the time working through council procedure and ethics in the public service on live scenarios rather than listening to theory about them. The practical emphasis is deliberate: officials are held personally accountable under legislation many have never been trained on, and reading about the method has repeatedly proved insufficient. Delegates leave able to work confidently with integrated development planning, audit action planning and service delivery planning in their own organisation.
